This piece was created by Norfolk artist Angela Conner and is located just outside the PPDS office. It took 2 years to build and is 116ft in height and weighs twenty tonnes. The inspiration for this found its origins in reeds blowing in the breezes of Vermont - the reeds kept spiralling but returning to their original shape. The tip of the sculpture, which is not powered by any motors, can sway up to 20ft in the wind and returns to its central position by way of a ten-tonne lead counterweight.
